Ipswich City Council has adopted a new Significant Contracting Plan (SCP) for procurement on Springfield Parkway Duplication Stage 2, securing the future of one of the biggest road projects in council’s history.
Finance and Governance Committee Chairperson and Division 2 Councillor Paul Tully said council’s 2025-2026 Annual Budget allocated $22 million to continue Stage 2 of the major road upgrade, as part of $43 million over five years.
Cr Tully said the SCP would allow council to go the market this year to begin the next part of the upgrade.
“This is one of the largest road projects in the history of this council and this is another significant step on the journey,” Cr Tully said.
“The Springfield region is a key urban growth front for the City of Ipswich and it is currently experiencing rapid growth. Council has prioritised the duplication of Springfield Parkway and Springfield Greenbank Arterial to four lanes to meet the rapidly growing population needs in the area.
“Under Local Government Regulation 2012, any contract with a total expected term over 10 years or a value equal to or exceeding $7 million requires council to adopt a plan prior to awarding a contract.
“We will shortly call for tenders with the proposed commencement date of 1 September 2026 and proposed completion date by December 2027.”
Cr Tully said the road and transport network must be able to sustain the population, as well as ensure Brighton Homes Arena is ready to host an event in the 2032 Brisbane Olympic and Paralympic Games.
Deputy Mayor and Division 2 Councillor Nicole Jonic said Springfield Parkway and Springfield Greenbank Arterial Duplication Project works will continue through 2026.
“We have already reached a major milestone, doubled traffic capacity and improved safety for more than 30,000 daily commuters,” Deputy Mayor Jonic said.
“Springfield Greenbank Arterial Upgrade Stage 3 involved upgrading Springfield Greenbank Arterial from Eden Station Drive to Sinnathamby Boulevard to a four-lane median divided arterial standard.
“The focus now is on Springfield Parkway Duplication Stage 2, with preliminary service relocations, retaining walls and early works forecast for completion in mid-2026.”
